8bcdcab659 UI: Single tab property search
This adds a search bar to the properties editor. The full search for
every tab isn't included in this patch, but the interaction with
panels, searching behavior, UI, region level, and DNA changes are
included here.

The block-level search works by iterating over the block's button
groups and checking whether they match the search. If they do, they
are tagged with a flag, and the block's panel is tagged too. For
every update (text edit), the panel's expansion is set to whether
the panel has a result or not. The search also checks for matching
strings inside enums and in panel labels.

One complication to this that isn't immediately apparent is that
closed panel's subpanels have to be searched too. This adds some
complexity to the area-level panel layout code.

Possible Future Improvements:
 - Use the new fuzzy search in BLI
 - Reset panels to their expansion before the search started if
   the user escape out of the text box.
 - Open all child panels of a panel with expansion.

6b29c3fa07 Property Search: Move properties context buttons back to a panel
The context path "breadcrumbs" used to be in a panel in 2.79.
Although they look a bit better in the header, there isn't enough
space for them with the property search field in the header as well.

Maybe there will be another solution in the long term to fit both
the search field and this panel in the header, but for now, this
commit moves these labels back to a header-less panel.

ab6c7ff2ab UI: Vertical Properties Editor Tabs
Moves the Properties editor context switching to a vertical tabs region.

Design Task: T54951
Differential Revison: D3840

The tabs are regular widgets, unlike the 'old' toolshelf tabs. This means they
give mouse hover feedback, have tooltips, support the right-click menu, etc.
Also, when vertical screen space gets tight, the tabs can be scrolled, they
don't shrink like the toolshelf ones.
The tab region is slightly larger than the header. The tabs are scaled up
accordingly. This makes them nicely readable.

The header is quite empty now. As shown in T54951, we wanted to have a search
button there. This should be added next.

Implementation Notes:

* Added a new region type, RGN_TYPE_NAVIGATION.
* Having the tabs in a separate region allows scrolling of the tab-bar, unlike
  the toolshelf tabs. We might want to remove the scrollbars though.
* Added a new region flag RGN_FLAG_PREFSIZE_OR_HIDDEN, to ensure the tab region
  is either hidden or has a fixed size.
* Added some additional flags to support fine-tuning the layout in panel and
  layout code.
* Bumps subversion.

995fa1f4c0 UI: new tool properties space type
This currently shows panels that were in the 2.79 3D view toolbar
which are now popovers.

In some cases it's useful for these to stay open.
This commit adds a space type to do this.

Note this is currently empty in object mode.

881dbac5d9 This commit tackles the "context" buttons in Properties header, which were still using "ugly" old UI code.
It removes buttons_header.c file, adds a (small) space_properties.py one, with a PROPERTIES_HT_header class, which simply uses the RNA enum to draw the context buttons.
It also fixes that enum, btw, it always featured all contexts, which means you could (try to!) set through RNA invalid contexts...
